
On Thursday, November 14, in some municipalities of the State of Mexico and in the 16 boroughs of Mexico City, the Hoy no Circula program is implemented. Vehicles with green stickers whose last license plate number is 1 or 2 are restricted from circulation from 5:00 AM to 10:00 PM. The fine for not complying with this provision can range from two thousand 171 to three thousand 257 pesos, according to the Traffic Regulations.
Vehicles exempt from this restriction include emergency vehicles, those using sustainable technologies, school transportation, funeral services, private vehicles that transport or are driven by persons with disabilities authorized by the Mobility Secretariat, those with a manifest medical emergency, and others determined by applicable regulations.
Vehicles with hologram 0 and 00 have no restrictions, but those with hologram 1 with odd ending plates (1, 3, 5, 7, 9) cannot circulate on the first and third Saturday of each month from 5:00 AM to 10:00 PM. For hologram 1 with even ending plates (0, 2, 4, 6, 8), the restriction is the second and fourth Saturday of each month at the same hours.
Foreign vehicles with foreign plates also have restrictions based on plate endings, from Monday to Friday from 5:00 AM to 11:00 AM, and every Saturday from 5:00 AM to 10:00 PM. This provision applies in specific municipalities of the State of Mexico and in all boroughs of Mexico City. Among the boroughs are Álvaro Obregón, Azcapotzalco, Benito Juárez, Coyoacán, among others.
